Ujamaa: Planning and Managing Development Schemes in Africa, Tanzania as a Case Study

Abstract

The article examines the relationship between planning and management in development schemes, using Tanzania's Ujamaa programme as a case study. Sheikheldin explains that although planning and management involve different methods and tools, they are closely connected and should operate through a continuous feedback process. The article reviews the distinction between planning and management, introduces the vision underlying Ujamaa, and critically examines Tanzania's historical experience with the programme. The author concludes that Ujamaa's planning and management processes needed a stronger connection. Although the vision and strategy of Ujamaa remain valuable for consideration, future African development programmes drawing on its experience should give greater attention to integrating effective planning with appropriate management.
